Giovanni di Paolo, The Vesting of St. Anthony of Padua

15th century
Pinacoteca Vaticana, Rome

Regarding the attribution, the museum's label is ambiguous, but this does appear to be a genuine work of Giovanni di Paolo. In addition to the style, the monk investing the saint has nearly the same face as the Nicholas of Tolentino in di Paolo's Madonna and Child with Saints
