The man carrying the cross is not Jesus, whom the other panels present as taller than the other figures, dressed in a toga, and carrying a scroll to symbolize his authority. Rather, the small figure in the short tunic here is Simon of Cyrene, whom the synoptic gospels say the soldiers forced to carry the cross.
